Period is a hierarchical taxonomy.

The Goals listing should show current goals, with a filter to see previous items.

When a year is selected, it should show items from all quarters and months in that year.

The filter should allow sorting a quarter or year as well, to narrow down the list.

Has taxonomy terms (with depth) filter

Taxonomy provides a views filter to select a term and include items tagged with it's children.
